Commiting Fraud to recieve Federal Grants

Post subject: Commiting Fraud to recieve Federal Grants

I know someone who is lying on her FAFSA to receive federal grants and
subsidized loans. Here is the situation:

Her parents are divorced and she has been living with her father for
the last 10 years while her mother has lived in a different town
during that time. She lived at her fathers address, graduated from
high school down the street from where they lived and he makes over
60k a year and he even claimed her on his income taxes. So this is
what she does, she applies for college in the town where her mother
lives and then fills out the FAFSA giving nothing but her mothers
information and stating that her mother (who hasn't had a job or paid
taxes in the last 12 years) as the one who provided care for her
during the last year. In the mean time her father gave her a car, and
set her up in a nice apartment in the town where her mother lives and
pays all the bills and gives her a credit card, as well as paying for
her tuition, books, and everything she may need. In the mean time she
is receiving 4k a year in Federal Grants, 1600 a year in Texas Public
Education grant for low income students, 3k in subsidized loans, and
another 4k in work study benefits, and receives food stamps because
under the rules in Texas for food stamps for students, a work study
job will count since you only have to work 15 hours a week and its all
tax free. The reason I know all this is because I'm marrying her
sister. I personally went to the same college she is attending and I'm
part of the Alumni there as well. I feel upset about the whole
situation because I personally had to borrow 25k in unsubsidized
student loans and work two jobs just to get through college. My
parents made to much money but didn't have enough to send me to school
so I had to do it all alone without the aid that the poor receives.

Things I have done so far:

I have contacted the Department of Education
Had an interview with Director of Finical Aid

And none of this seems to work because nothing has yet to happen. This
is money that could go to someone who could really use it, and not
some rich person cheating the system. Is there anything else I could
do to stop this fraud? The Financial Aid Director told me there is
nothing she could do because they are not allowed to check tax records
and since when they do verification and ask for all tax records you
can simply put zero on your FAFSA and turn in the form to Financial
aid that stats "will not file" and that's it, you get the aid and get
away with fraud. Even with someone like me trying to help the DOE and
the finical aid catch this fraud by providing all SS#'s, copy of old
Drivers Licenses and all the information they need to verify my story,
this person still gets away with it. This just makes me sick!

Sounds like you ought to be a welcome addition to the family. Does
your fiancee (or your future in-laws) know that you are doing all
this?

How did you manage to get copies of driver's licenses and social
security numbers without violating the privacy of these people? I am
not sure exactly what you are hoping to gain, but I suspect this is
going to backfire on you.

If you are in Texas, contact the U.S. Department of Education's Office
of Inspector General at: 214-880-3019. It is their job to investigate
the fraud, waste and abuse within the Department of Education's programs.

Well when you see someone commit a crime you don't stand there and let
it happen. You have to do your civic duty and do whats right. I'm the
kind of citizin that dials 911 when I see someone breaking a crime.
Even white colar crime such as this. I would turn in my own family
members if I saw them do wrong, thats just who I am. I know it seems
mean and heartless to turn in ones own family, but I believe I'm
making a difference in society ans society needs a few NARC's here and
there to help stop people such as this. Yours and my tax dollars are
going to waste and I'm going to speak up. I don't want to see federal
grant money to go to rich girls with no bills and uses it to party and
buy "pimp" gear. I want my tax dollars to go to the person that has
worked hard, and doesn't have anyone to turn to and still wants to
make something of themselves. Trust me if you saw what was going on,
you would probably feel inclined to tell the proper authorities about
this situation, regardless if you are marrying into the family or not.
And my soon fiancee agrees, I talked it over with her first before I
ever took the first step towards turning her sister in for what she is
doing, as well as talking to her sister and telling her what she is
doing is wrong. She doesn't care and she knows exactly what she is
doing so I had to take it to the next step. Trust me its not easy but
I'm still not afraid to do whats right.

It was my understanding that a school could choose to verify any FAFSA
that they chose, and if they were to suspect fraud, they could choose to
ask for the tax records to verify the student's application.

Did you call the 1-800-Mis-used number to report this?

They can only ask the student to give them there parents tax papers,
but they can not call up the IRS and get the info from them directly.
See what she is doing, is only using her mothers info and her mother
hasn't had a job in twelve years. So when they do the verfication, she
simply fills out a verfication form and check mark the box that says
"will not file". And thats it. The school doesn't have the means to
check every person who fills out the form and says "will not file".
And the DOE only does random investigations or when they get a lead
about abuse or something looks fishy.
