More than one thousand District of Columbia students this year are avoiding the
city's troubled public school system by using vouchers to attend private
schools. Education Policy Analyst Neal McCluskey writes: "Despite the numerous
ways in which the D.C. voucher program can be made better, the early results
send an unmistakable message: School choice is in demand, and the D.C.
Scholarship Program's future looks bright."

Given that there were something like 4000 slots funded, and only 1000
of them are being used, the phrase "in demand" is highly questionable.
