I was $2800 short after all of my grants and federal loans, so I got a
CitiAssist loan for the remaining amount of $2800 for the year.

In September, the college mailed me a "refund check" for $825.00. I was
quite happy as I didn't even expect one.

Now, my Spring semester bill comes in and after all my grants, federal
loans, and my CitiAssist loan i'm now "$825" short of the total cost of
attending.

What the hell is the deal here? How can they send me a "refund check" that's
not really a refund at all? Now what do I do?

Your college should have mailed you a form before they mailed you the
check requesting what you wanted done with the money.
What sounds like happened is that your citiassist loan went to your
school for the whole year. Your school could have just held the money
to apply to your spring charges.
However it is your responsibilty to know what your expenses are. You
knew that you were short alomst $3,000 after grants and fed loans,
that is why you took out a seperate loan right?
So... where did you think the $825. came from?
I am assuming you spent it, and not on your loan.
Unfortunately, what you have to do is come up with the money.
maybe santa is feeling generous?

Of course I spent the money. I'm a low income earner who lives on my own and
i've got rent, bills, and food to take care of. The check was titled "refund
check." The school sent a paper (generic, to all students) saying if you
wanted any credit balances held or not.

BUT... why the hell was there a credit balance in the first place?
CitiAssist was supossed to be in contact with my school and find out exactly
how much I needed to cover the costs for each semester. I took out exactly
the amount that I needed to cover all tuition costs, and even that was a
nightmare to do because my credit isn't good enough to do it without a
cosigner, for which I had to beg and plead with someone to do it for me.

Instead, CitiAssist sent half of the total loan amount which I didn't need
for the fall.

I don't work in the financial aid office -- it's their responsibility to
inform me that the "refund check" is not a refund at all, and the amount
came from the Citibank loan in which they sent too much. Instead, they send
a generic, cryptic, nonpersonal paper that tells me SQUAT, followed by a
check titled "refund." It's no damn refund. Now, i'm screwed.

If they would have simply let me know in THAT PAPER that the amount returned
to me was needed for Spring I would have never accepted that damn check. In
my eyes, it is their fault because they mislead me by not giving me the
entire information. It's also CitiAssist's fault for sending the wrong
amount in the first place.

But of course, they don't care. They want more money from me. They lie,
decieve, and do anything possible to drain more cash out of me and others.
It's especially hard for those who are low income and depend on these loans
to get a higher education.

You are mistaken. It is your responsibility.
If you start out this way -- thinking that everyone is responsible but yourself
- you will never get ahead. If you don't look out for yourself, no one else
will.

Always read everything and know your financial condition to the penny.
